fa بررسی برنامه‌ریزی استراتژیک سلامت الکترونیک و مروری بر موانع و چالش‌های موجود در کشور ایران انفورماتيك پزشكي Medical Informatic مروري Review <em><span style="font-family:b nazanin;">صنعت سلامت یکی از بخش‌های مهم و درحال رشدِ اقتصاد جهانی است. هرساله برای ارائه خدمات مراقبت بهتر و بازدهی بیشتر، در سازمان‌های بخش سلامت میلیاردها دلار صرف بهبود نظام‌های اطلاعاتی می‌شود. برنامه‌ریزی استراتژیک نظام اطلاعات در سازمان‌های سلامت محور، ابزاری برای تصمیم‌گیری آگاهانه برای حصول به اهداف کلان و خرد سازمان‌های بخش سلامت است و از هرز رفتن سرمایه‌گذاری&shy;های عظیمی که در فن‌آوری‌های اطلاعاتی سازمان&shy;ها می‌شود، جلوگیری می‌کند. این پژوهش یک مطالعه مروری غیرسیستماتیک و جامعه پژوهش آن شامل مطالعات علمی مستخرج از کتابخانه‌ها و محیط اینترنت است. پایگاه‌های اطلاعاتی مورد استفاده شامل </span></em><em><span dir="LTR"><span style="font-size:10.0pt;">ProQuest, Web of Science, Scopus,</span></span></em> <em><span dir="LTR"><span style="font-size:10.0pt;">Ovid, Cochrane Library, Medline, ISC, Irandoc, SID, Magiran, Iranmedex</span></span></em> <em><span dir="LTR"><span style="font-size:10.0pt;">Medlib,</span></span></em><em><span style="font-family:b nazanin;"> و موتور جستجوی </span></em><em><span dir="LTR"><span style="font-size:10.0pt;">Google Scholar</span></span></em><em><span style="font-family:b nazanin;"> بودند.</span></em><em><span dir="LTR"><span style="font-size:10.0pt;">‌</span></span></em><em><span style="font-family:b nazanin;"> کلیدواژه‌های استراتژی سلامت الکترونیک، مدیریت اطلاعات سلامت الکترونیک، پرونده الکترونیک سلامت، پزشکی از راه دور و تجویز الکترونیکی، برنامه استراتژیک نظام سلامت مورد بررسی قرار گرفتند. نتایج حاصل از این بررسی نشان داد که هرچند تلاش‌های زیادی برای اجرا و پیاده‌سازی سلامت الکترونیک در ایران شده است، با این حال استراتژی سلامت الکترونیک در ایران بیشتر در حد کلیات بوده و به علت عدم پایداری و موانع موجود به طور کامل عملیاتی نشده است. از طرفی نقایص موجود در زیرساخت فناوری اطلاعات کشور، محدودیت‌های نگرشی و رفتاری افراد، محدودیت‌های مالی، تغییرات سریع مدیران، کمبود نیروی انسانی متخصص و ماهر از موانع اصلی و تأثیرگذار در زمینه توسعه سلامت الکترونیک در ایران به شمار می‌آید. برای رفع این موانع، نیازمند داشتن برنامه استراتژیک ملی مشخص، هماهنگی افراد، سیاست&shy;گذاری و به کارگیری قوانین و مقررات و استانداردهای لازم، طراحی نرم‌افزارهای کاربردی هماهنگ، سیستم‌های امنیت الکترونیکی و ارتقاء فرهنگ استفاده از فناوری‌های اطلاعاتی در نظام سلامت کشور است</span></em><em><span style="letter-spacing:-.2pt;"><span style="font-family:b nazanin;">.</span></span></em><br> <em><span style="font-family:b nazanin;"><span style="font-size:13.0pt;">&nbsp;</span></span></em> Health industry is one of the important and growing sections of the global economy. Every year, billions of dollars are spent to improve information systems and provide better care services and greater efficiency in the health sector organizations. Information Systems Strategic Planning (ISSP) in health sector organizations is a tool for informed decision-making to achieve the macro and micro objectives of organizations in the Health Sector and prevent the waste and failure of huge investments in information technology of the organization. This is a non-systematic review study and research data includes required papers and books collected through library and Internet. Several databases such as ProQuest, Web of Science, Scopus, Ovid, Cochrane Library Medline, ISC, Irandoc, Sid, Magiran, Iranmedex Medlib and google Scholar search engine were investigated with keywords including electronic health strategy, medical informatics, electronic health record (EHR), telemedicine and electronic prescribing, E-health strategic planning . This study demonstrated that despite many efforts to implement Electronic Health in Iran, electronic health strategy is in generalities and not fully operational, due to lack of stability and the administrative obstacles. On the other hand, the short comings in the country&#39;s IT infrastructures, attitudinal and behavioral constraints, financial constraints, rapid changes of managers and the lack of skilled manpower are of the main obstacles affecting the development of Electronic Health Strategy in Iran.
